When takeoff and landing slots at Washington’s Reagan National Airport were allocated, 10% were reserved for private aviation. The airport's proximity to D.C., right across the river from the White House, has historically necessitated strict protocols. Following the events of 9/11, when the national air system was shut down for two days, Reagan National remained closed for 23 days.

Protocols for flying in and out of this airport became stricter over time. For a period, passengers were prohibited from using the lavatory during the first and last 30 minutes of flights taking off and landing at this airport.

Securing permission for non-commercial flights to use Reagan National is nearly impossible. Cabinet secretaries typically have to fly out of Washington Dulles when traveling on private planes. However, former President Trump’s campaign plane has been permitted to use Reagan National.

The charter operator, Eastern Airways, has experienced several mishaps. They failed to obtain proper clearance to enter restricted airspace around the Republican convention and had to divert with J.D. Vance on board. Additionally, Trump’s campaign plane encountered mechanical issues that led him to use Jeffrey Epstein’s old jet temporarily.

Recently, a Trump campaign Boeing 737 mistakenly entered restricted airspace over the White House after taking off from Reagan National Airport. The aircraft banked right towards the Washington Monument. Had it been landing instead of taking off, it might have been ordered to divert to Dulles.

These rules are intended to provide a buffer of protection for key sites in the capital due to risks posed by jets—a risk made particularly evident on 9/11. While it seems unlikely that a presidential candidate’s plane poses such a threat, it is ultimately the pilot who controls the aircraft.
