The International Air Transport Association (IATA) is set to host the 2025 World Legal Symposium (WLS) in Shanghai, China, from February 18-20. The event will be hosted by China Eastern Airlines and marks the second time it has been held in Shanghai, with the first occurring in 2012.

Leslie MacIntosh, IATA’s Corporate Secretary and Acting General Counsel, highlighted the significance of this year's symposium: “Having just marked the 80th anniversary of aviation’s foundational document, the Chicago Convention, it’s appropriate for the aviation legal community to review how it has withstood the test of time." MacIntosh noted that over five billion passengers are expected to rely on aviation in 2025. This growth underscores "the importance of effective global standards which underpinned this growth and transformation."

MacIntosh also raised pertinent questions about future challenges: "How will the Convention and its system of annexes guide us in the face of new forces shaping aviation like AI, ADR mechanisms, the proliferation of regulation around privacy and consumer protection, and the continuously metastasizing threat of cybersecurity? And can it keep pace with changes that are taking place?" The symposium aims to critically examine these issues beyond what was initially envisioned by the Chicago Convention.

Shanghai's selection as a host city is particularly significant due to its development into a major aviation hub serving nearly 300 destinations. A decade ago, IATA supported establishing the Shanghai International Aviation Court of Arbitration (SHIAC), marking a milestone as China's first court dedicated to aviation arbitration. MacIntosh remarked on Shanghai's developments: “The impressive developments in Shanghai will serve as an important reminder of the Chicago Convention’s relevance as our industry faces challenges to provide safe, sustainable, and reliable air transport."

The WLS sessions will cover various topics including contracts for passenger and cargo operations, data privacy concerns related to cybersecurity regulations, artificial intelligence applications within aviation law frameworks, competition policies, environmental sustainability initiatives, economic regulations among others.
