The Los Angeles City Council has approved a $5 billion Multiple Award Task Order Contract (MATOC) for Los Angeles World Airports (LAWA). This contract aims to streamline procurement processes for design and construction services, facilitating modernization efforts at Los Angeles International Airport (LAX) and Van Nuys Airport. The MATOC, which includes 51 contractual agreements, is part of LAWA's multi-billion-dollar Capital Improvement Program.

Los Angeles Mayor Karen Bass said, "This is about our commitment to investing in LA small businesses and LA families." The five-year contract features 13 first-time prime contractors among a pool of 31, increasing opportunities for diverse, small, and local businesses. Council President Marqueece Harris-Dawson emphasized the program's role in preparing LAX for major upcoming events.

A MATOC allows project owners like LAWA to draw from a pre-qualified pool of contractors without repeated qualification solicitations. Councilmember Traci Park highlighted the strategic initiative as a means to accelerate infrastructure upgrades while expanding access for small businesses.

Karim Webb, President of the Board of Airport Commissioners, noted that the procurement model underscores LAWA's commitment to local and small businesses. John Ackerman, CEO of LAWA, expressed gratitude for the support from city officials and described the approval as pivotal in modernizing LAX ahead of the 2028 Olympic Games.

The contract includes stringent subcontracting requirements focused on diversity and inclusivity. Tim Coffey, President and CEO of TEC Constructors & Engineers, praised the MATOC for providing opportunities to small businesses as prime contractors. Lucas Silva from Lucas Builders echoed this sentiment regarding construction expertise diversity.
