Rafael Schvartzman Regional Vice President, Europe | International Air Transport Association - IATA

Airlines for Europe (A4E), the European Regions Airline Association (ERA), and the International Air Transport Association (IATA) have expressed concerns over Amsterdam Schiphol Airport's decision to cap annual flights at 478,000. The organizations stress the importance of upholding the European Commission’s recommendations, which promote noise management without compromising the Single Market's integrity. They argue that the decision may hinder aviation stakeholders' goals for noise reduction via fleet updates, operational enhancements, and innovation.

The Dutch authorities' approach raises concerns, particularly because it selectively targets commercial aviation for noise reduction efforts, excluding general and business aviation. This approach is seen as discriminatory and contrary to established principles of fair treatment and market access.

ERA Director General Montserrat Barriga states that the focus should be on reducing noise without unnecessary restrictions that impact connectivity. "ERA advocates for a collaborative, evidence-based approach to address noise concerns, rather than unilateral capacity restrictions that disrupt connectivity and the Single Market," Barriga said.

Ourania Georgoutsakou, Managing Director of A4E, emphasized the European Commission's careful evaluation of each proposed measure and pointed out, "The Commission’s observations can’t simply be ignored. We stand by our members as they explore legal avenues to ensure that noise mitigation efforts are fair, effective, and proportionate.”

Rafael Schvartzman, IATA’s Regional Vice President for Europe, highlighted discrepancies between the Dutch government’s claims and the EU Commission's assessment, stating, "Contrary to the Dutch Government’s claims, the EU Commission’s assessment specifically states that the Dutch Government ‘did not fully follow’ the Balanced Approach at Schiphol." According to Schvartzman, a new Balanced Approach is required before implementing any flight reductions.

A4E, based in Brussels, represents the largest airline association in Europe. ERA, founded in 1980, is a non-profit trade association representing over 50 airlines. IATA represents approximately 340 airlines, covering over 80% of global air traffic. Each organization remains focused on ensuring safe, competitive, and sustainable aviation policy in Europe.
