Pilatus PC-12 | Official Website

The Texas Department of Public Safety (DPS) utilizes two Pilatus PC-12 NG turboprop aircraft, named "Ernesto Alanis" and "Bobby Doherty," for swift response and operational duties along the Texas-Mexico border. Since its inception in 1949, the Aircraft Operations Division has supported Texas State Troopers in various evolving missions.

Texas DPS notes that the specially configured cabins of these aircraft enable real-time video streaming to troopers, which significantly reduces pursuit times and enhances arrest rates for narcotics, human smuggling, and vehicle theft cases. The PC-12s operate over extended patrols along the expansive Texas border or undertake mission-specific operations when air support is needed.

Guardian Jet provides cost analysis indicating approximately $192,600 in annual fixed expenses and total operational costs of $1,180 per flight hour. The purchase price of such an aircraft averages $4.5 million, offering a more economical alternative to the King Air 350 with similar capabilities, including a maximum altitude of 30,000 feet.

The decision to adopt the Pilatus platform by DPS highlights its versatility. Pilatus' PC-12 family, known for its pressurized cabin and single-engine turboprop configuration, excels in various roles, from cargo and medevac to intelligence and reconnaissance missions. The platform's continuous upgrades, like the redesigned wing and modern avionics, have contributed significantly to its widespread adoption.

A statement by the Irish Defense Forces outlines the aircraft's capability, emphasizing its reconfigurability for diverse operations, ability to carry large loads, and suitability for short runway operations. This versatility extends to Texas, where predawn flights employ infrared technology to guide border patrol units, while afternoon missions may target Gulf Coast pipeline monitoring.

The DPS fleet operates from several air stations across Texas, ensuring rapid response capability. DPS pilots rotate between various aircraft types, maintaining proficiency through biannual simulator training. Financially, the PC-12’s annual operating cost is comparable to leasing helicopters, but with greater reach and speed, funded through appropriations by the Texas Legislature.

DPS honors fallen troopers by naming each new aircraft; in 2017, "Ernesto Alanis" was christened to commemorate Trooper Alanis. Similarly, "Bobby Doherty" supports various missions, including hurricane relief efforts. Thomas Bosshard from Pilatus Business Aircraft remarked, “The PC-12 has earned a solid reputation amongst federal, state, and local agencies as an extremely versatile and efficient tool to help protect their citizens.”

Compared with alternatives, DPS's evaluation of aircraft shows the PC-12's flexibility and economy outweigh options like the King Air 350 and Cessna Caravan. The PC-12’s proven track record and low operation costs make it a valuable asset for Texas law enforcement and emergency response operations.

As DPS adapts its fleet from older models like the Cessna 310s, the PC-12s represent a significant advance in capability and operational effectiveness, affirming their role in Texas DPS missions for the foreseeable future.
