Portland International Jetport has advanced its firefighting capabilities by adopting a fluorine-free foam system, as recommended by the Federal Aviation Administration. This move places PWM among the initial adopters of environmentally safer alternatives designed to replace aqueous film-forming foam (AFFF).

Concerns surrounding per- and polyfluoroalkyl substances (PFAS), which can harm ecosystems and human health, motivated the switch. John Cenate, Deputy Chief of the Portland Fire Department, emphasized the department's proactive approach: "We were buying a new truck, and we knew we didn’t want to put AFFF in it. We wanted to be proactive."

PWM's decision aimed to preempt anticipated regulations and mitigate risks associated with AFFF. Cenate articulated the urgency, stating, "We didn’t want to wait until the last minute. The environmental impact and the carcinogenic risk of AFFF were too great."

The project encompassed cleaning and adapting ARFF trucks, handling hazardous waste, procuring compatible foam, and training personnel. The shift was executed in collaboration with suppliers, environmental contractors, and national foam manufacturers, ensuring compliance with Department of Defense and FAA standards. The team selected National Avio F3 Mil Spec 3% foam due to cost and equipment compatibility.

Minimal modifications were needed for newer trucks, while older models required significant effort. Transitioning proved complex; the cleaning process extended beyond the anticipated timeframe, as Cenate noted, "We learned pretty quickly this wasn’t just a swap-and-go situation."

Training adjustments were also necessary, with personnel attending sessions in South Carolina before disseminating the knowledge at PWM. The transition has highlighted additional costs and time commitments, with Cenate acknowledging, "We underestimated the time and foam needed."

Funding was managed through local and federal resources, without specific federal transition grants. Notably, mutual aid arrangements are underway with South Portland Fire Department to streamline joint training.

PWM aims to set an industry benchmark by standardizing F3 use across all operations. Cenate remarked on the Jetport’s leadership, stating, "We were ahead of the curve." The ongoing effort includes maintaining cautious protocols for trucks that previously used AFFF due to the potential for PFAS rebounding.

As the airport continues refining its practices and promoting sustainable fire safety, Cenate reflects on the collaborative learning process: "We talked to other airports, shared best practices, and learned from their mistakes."
