United States Air Force Secretary Troy Meink addressed Congress on June 5th, indicating that the transformation of a civilian Boeing 747-8 from Qatar into an Air Force One aircraft would likely cost under $400 million. Speaking to the House Armed Services Committee, Meink mentioned that this budget would include spare parts along with the retrofitting process.

Democratic Representative Joe Courtney of Connecticut noted that the current project for constructing two new Boeing VC-25s (Air Force One 747s) has a budget of $3.9 billion. Despite this comparison, Meink maintained confidence in his cost estimate for the retrofit.

Meink refrained from disclosing specific details about the plane's modification requirements, citing classification issues. He dismissed projections exceeding $1 billion as inflated and did not provide further elaboration when pressed by Courtney.

The Air Force recently informed CNN of its plans to award a contract for converting the 747-8 aircraft for executive airlift, following directives from the Secretary of Defense. The aircraft is currently stationed in San Antonio awaiting further developments. The Department of Defense declined additional comments due to classified contractual information.

“You can’t retrofit a plane that is built for another purpose for Air Force One and expect it to be a free plane. It’s clear that this is going to be a drain on the Air Force’s budget,” was one perspective shared on the matter.

Reports suggest former President Donald Trump initiated inquiries early in 2025 regarding potential candidates for a new Air Force One, given delays and budget overruns with the current VC-25B replacements. According to CNN sources, negotiations with Qatar began after US outreach regarding selling their aircraft; however, no deal has been finalized yet.

The complexity involved in modifying an aircraft like the Boeing 747-8 to meet presidential transport standards remains significant due to sophisticated technology requirements unique to Air Force One operations.
