The Chicago Department of Aviation has announced O’Hare 21, a decade-long capital program aimed at modernizing O'Hare International Airport (ORD) through major expansions and improvements. The initiative also seeks to provide inclusive opportunities for local businesses.

As reported by O’Hare 21, the project is a long-term capital improvement program designed to transform ORD with signature projects such as the O’Hare Global Terminal and two new satellite concourses. The focus is on increasing capacity, improving operational efficiency, and accommodating projected passenger growth to maintain the airport's status among global gateways. The program brings together multiple modernization projects to support evolving operational and customer needs.

According to O'Hare 21, the Concourse L Expansion project is a supporting initiative that will deliver additional gate capacity and enhanced amenities for domestic travelers at Terminal 3. This expansion includes five new gates, larger hold rooms, concessions, and new passenger amenities aimed at improving comfort and efficiency for American Airlines customers. Construction began in 2021 and was completed in 2024.

O’Hare 21 reported that the program includes constructing two new satellite concourses as core elements of the airport’s Terminal Area Plan. These concourses are designed to increase capacity and accommodate larger aircraft, with construction activity currently underway.

According to O’Hare 21, the Global Terminal is the signature project of O’Hare 21, set to replace Terminal 2 with a facility integrating both domestic and international operations. This terminal aims to increase overall capacity and improve passenger experience through expanded security, customs, and baggage handling facilities. Construction will begin after completing the satellite concourses.

O’Hare 21 is led by the Chicago Department of Aviation to guide the long-term transformation of O’Hare International Airport. It coordinates major redevelopment projects to meet future air travel demand while sustaining O’Hare’s position as a global aviation hub.
