Karim Webb, President, Board of Airport Commissioners (BOAC) | Los Angeles World Airports (LAWA)

Los Angeles World Airports (LAWA) has announced details for its upcoming regular Board of Airport Commissioners (BOAC) meeting in a public statement.

At the August 21, 2025, BOAC meeting, commissioners were asked to approve the appropriation of $160 million for the Tom Bradley International Terminal Refresh Project at Los Angeles International Airport. According to the staff report, the funding will cover long-lead architectural and mechanical-electrical-plumbing systems and is intended to reduce congestion and address deficiencies identified by Skytrax passenger experience ratings. This makes it one of the single largest capital allocations under consideration in 2025.

The Board also considered a First Amendment to Contract DA-5732 with Webcor Construction LP, which would add $81 million in authority, bringing the total contract value to $104.9 million. According to agenda documents, this contract funds the Wayfinding Enhancement Program, supporting the rollout of new signage, terminal and gate renumbering, and connectivity with the Automated People Mover system. An additional $108.7 million appropriation was requested to cover construction and preconstruction services tied to this project.

On the consent calendar, LAWA sought approval for a three-year contract worth $76.5 million with Zones LLC to supply information technology software licenses, renewals, and support services. The agenda states that this contract supports both operational and security-critical systems, ensuring continuity for databases, applications, and cybersecurity infrastructure. This represents one of the largest IT procurement packages undertaken by LAWA in recent years.

The agenda also included a resolution to accept grant offers from the Federal Aviation Administration (FAA) for airfield improvements, roadway upgrades, noise mitigation, and the purchase and installation of Phase 2 electric ground support equipment chargers. According to the staff report, these grants will directly reimburse LAWA for capital expenditures at both LAX and Van Nuys Airport. Federal participation in such projects reduces LAWA’s reliance on internal funds and speeds modernization efforts.

A seven-member Board of Airport Commissioners governs LAWA under the City Charter with responsibility for formulating airport policy. Members are appointed by the Mayor, confirmed by the City Council, and serve staggered five-year terms. The current commissioners are President Karim Webb; Vice President Matthew Johnson; Vanessa Aramayo; Courtney La Bau; Victor Narro; Nicholas P. Roxborough; and Valeria C. Velasco. BOAC also has committees including the Audit Committee (Roxborough, Narro, Velasco) and the Security Committee (La Bau, Johnson, Webb), as per LAWA's official website.
