David Cotton, CEO of Flying Food Group, emphasized the need for ongoing contract negotiations with Unite Here without union disruptions at Los Angeles International Airport (LAX). He highlighted the importance of employee health insurance during a Los Angeles World Airports (LAWA) board meeting.

"Healthcare is a key point in negotiations as we must ensure, as Sue did, that our employees receive quality health insurance," said Cotton. "We hope that Unite Here will return to the bargaining table and finalize a contract rather than interfere with operations at LAX. We have been waiting 11 months for Unite Here to provide crucial information about their health fund, including confirmation that all employees are receiving health insurance and have not had claims improperly denied."

According to SFGate, a 2023 demonstration organized by UNITE HERE Local 11 led to nearly 200 arrests, including two Los Angeles City Council members. The protest took place on a boulevard leading to LAX and was permitted, yet it escalated into large-scale arrests. The involvement of elected officials among those detained highlights the political visibility and potential legal challenges associated with such actions. It also underscores the risks posed to passengers and airport operations when protests occur near travel infrastructure.

The City and County of San Francisco have outlined strict conditions for expressive activities like union leafleting, which are not allowed to obstruct passenger flow or block entrances. A Free Speech and Expressive Activities Permit issued to Unite Here Local 2 on August 27, 2025, restricts protests to outdoor public sidewalks with no more than six participants and can be revoked if safety is compromised.

California Democratic Socialists of America (DSA) report that Hugo Soto-Martinez, a former labor organizer with UNITE HERE Local 11, was elected to the Los Angeles City Council in November 2022. He assumed office in December 2022, transitioning from union organizing into municipal governance. Soto-Martinez's election illustrates how union activists can rise to elected positions and influence policy from within. He continues to serve District 13, using his union background to advocate for tenant protections, healthcare, and labor rights.

The Hill reports that Representative Maxine Waters criticized the response to a 2013 LAX shooting as "simply unacceptable," emphasizing the critical nature of maintaining airport safety. Her remarks underscore why protests that interfere with ticketing or passenger flow at LAX are seen as operational hindrances and potential public safety threats.

David Cotton serves as CEO of Flying Food Group, a major U.S. provider of in-flight catering services. Previously the Chief Financial Officer (CFO), Cotton has expanded the company's customer base and operational reach since assuming his current role.
