A recent analysis by the International Air Transport Association (IATA) highlights the significant role of aviation in Rwanda’s economy. According to 2023 data, the aviation sector contributed USD 160 million to Rwanda’s gross domestic product, representing 1.1% of GDP. The industry also supported approximately 42,000 jobs and handled 16,500 tonnes of air cargo.

Kamil Alawadhi, IATA’s Regional Vice President for Africa and Middle East, stated: “Rwanda has made aviation central to economic and social development, with the sector contributing USD 160 million to GDP and supporting 42,000 jobs. By integrating aviation into its tourism strategy, investing in modern infrastructure, and meeting global standards for safety, Rwanda has built a competitive and resilient industry that is driving growth and connectivity. The country’s early adoption and investment in modern interactive passenger data systems (API-PNR) sets a best-practice example for others to follow. With continued focus on cost-efficient infrastructure, training and capacity building, and championing regional connectivity and sustainability, aviation is well-supported to contribute even more to Rwanda’s growth.”

IATA outlined three main priorities for further developing Rwanda's aviation sector. First is ensuring cost-efficient infrastructure as projects like Bugesera International Airport move forward under public-private partnerships. IATA encourages authorities to focus on long-term socio-economic benefits over short-term financial returns.

Second is investment in training and capacity-building. Establishing the Rwanda Civil Aviation Training and Innovation Center is seen as an important step toward creating a skilled workforce that can support future industry growth.

The third priority involves strengthening regional connectivity and sustainability. Policies such as visa-on-arrival and e-visa systems have increased Rwanda's accessibility within Africa. Early commitments to initiatives like the Single African Air Transport Market (SAATM), participation in ICAO programs exploring sustainable fuels (ACT-SAF), and voluntary involvement in ICAO’s CORSIA emissions scheme show alignment with international standards.

Alawadhi added: “Rwanda’s visa-on-arrival and e-visa policies have made it exceptionally accessible. Its early moves on SAATM, sustainable aviation fuels, and CORSIA highlight alignment with global standards and a real commitment to sustainability and connectivity. By maintaining this momentum, Rwanda is building a bright future for itself and taking on a leadership role for the African continent.”

IATA regularly publishes studies developed with Oxford Economics analyzing how air transport contributes to economies through GDP impact, employment creation, tourism facilitation, cargo movement, and improved connectivity.
