Federal Express Corporation (FedEx) has announced the signing of a Memorandum of Understanding (MoU) with the Penang Development Corporation (PDC) to develop a new logistics facility at the planned Penang International Logistics Aeropark (PILA), located next to Penang International Airport. The MoU was exchanged during an official state mission to EXPO Osaka 2025, with Penang Chief Minister Chow Kon Yeow in attendance.

Under the agreement, FedEx will invest about RM46 million (approximately USD11 million) for the construction and outfitting of a 100,000 square foot integrated logistics and air cargo facility within PILA’s 42-hectare site. The project is scheduled for completion by the end of 2028. This facility will consolidate freight and express operations for FedEx in Penang, aiming to improve efficiency and reliability for manufacturers, small and medium-sized enterprises, and regional businesses seeking access to international markets.

“This MoU is not only about infrastructure, but about future-proofing Malaysia’s role in international trade,” said Tien Long Woon, managing director of FedEx Malaysia. “Our investment demonstrates how targeted, high-impact infrastructure can catalyse growth, attract industries, and support Penang’s ambition to remain Malaysia’s top exporting state. By embedding ourselves in PILA, FedEx is strengthening the resilience and agility of the supply chain while supporting the vision of the National Transport Policy 2019–2030 and Penang 2030.”

Dato’ Aziz Bakar, chief executive officer of PDC, commented on FedEx’s commitment: “PDC warmly welcomes FedEx’s decision to invest and lease space at PILA. We are confident that FedEx’s strengthened presence in Penang will further enhance and reinforce the state’s industrial and trade ecosystem.”

Before finalizing the agreement, Penang officials visited the FedEx Gateway at Kansai International Airport to observe operational best practices that could be applied at PILA.

In recent economic data from 2024, Penang reported a gross domestic product of RM121.5 billion with year-on-year growth at 4.8%. The state's exports totaled RM431 billion—31.4% of Malaysia's total exports—maintaining its status as Malaysia's leading exporter.

FedEx has operated in Malaysia for over three decades, supporting connections between local businesses and global markets through its logistics network. Earlier this year, FedEx improved inbound services to Johor by allowing customers there to receive imports from Asia, Europe, and the United States up to two hours earlier than previously possible.
