Chinese airlines pay millions annually in Russian ATC fees for Amsterdam-China flights

Chinese airlines operating flights from Amsterdam Schiphol Airport to destinations in China are paying Russia significant sums in air traffic control (ATC) fees, according to recent research. Since the start of Russia's invasion of Ukraine in February 2022, Western carriers have been barred from Russian airspace due to reciprocal sanctions, forcing them to take longer routes and increasing their operational costs. In contrast, Chinese airlines, which are not subject to these sanctions, continue to use Russian airspace for direct flights between Europe and China.

Data from aviation analytics company Cirium shows that three major Chinese carriers—China Eastern Airlines, China Southern Airlines, and Xiamen Airlines—operate non-stop services from Amsterdam to various cities in China. For each flight over Russian territory, approximately €8,000 ($9,400) is paid in ATC fees. This amounts to an estimated annual total of around €18 million ($21.6 million) contributed by Chinese airlines departing from Schiphol alone.

Aviation expert Floris de Haan commented on the situation: "If you’re strategically located, like Russia, airlines have little choice: fly over it or detour. People primarily choose based on price, frequency, convenience, and travel time. Not what an airline pays to the countries they fly over. They often don’t even know what countries they’re flying over."

In addition to ATC fees per flight, Russia reportedly charges royalties for the use of its airspace. While details about these royalties remain unclear, Air France-KLM CEO Ben Smith has described flying over Russia as "extremely expensive." The added costs for Western carriers unable to access Russian airspace have led to higher ticket prices for passengers traveling between Europe and Asia.

Chinese airlines benefit from both shorter flight times and lower operating costs due to their ability to use direct routes through Russian airspace. This also results in reduced carbon emissions compared with longer detours taken by Western carriers. However, passengers must consider whether the savings come at the cost of indirectly funding a nation involved in ongoing conflict.

Among the Chinese operators at Amsterdam Schiphol Airport:

- China Eastern Airlines operates daily Boeing 777-300ER flights to Shanghai Pudong International Airport.

- China Southern uses Airbus A350 aircraft for services from Amsterdam to Guangzhou Baiyun International Airport and Beijing Daxing International Airport.

- Xiamen Airlines provides direct flights between Amsterdam and Xiamen Gaoqi Airport using Boeing 787-8s and 787-9s.

These operational differences highlight how international politics can impact airline routing decisions and passenger choices on long-haul travel between Europe and Asia.
