Emirates and flydubai have entered into two Memoranda of Understanding (MoUs) with the Department of Finance (DOF) for the Government of Dubai to promote digital payment solutions and advance the ‘Dubai Cashless Strategy’ among international tourists. The agreements aim to support Dubai’s goal of having over 90% of all transactions conducted digitally by 2026.

The MoUs were signed by Adnan Kazim, Emirates’ Deputy President and Chief Commercial Officer, and Hamad Obaidalla, flydubai’s Chief Commercial Officer, along with Ahmad Ali Meftah, Executive Director of the Central Accounts Sector at DOF. The signing took place in the presence of His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman and Chief Executive of Emirates Airline & Group; His Excellency Abdulrahman Saleh Al Saleh, Director General of DOF; as well as senior executives from Emirates Group and flydubai.

Adnan Kazim stated: “Emirates’ strategic partnership with DOF represents a significant opportunity to accelerate digital payment adoption across our tourism ecosystem. By leveraging our combined expertise and infrastructure, we’re supporting Dubai’s cashless vision and directly fuelling D33 Agenda ambitions by enabling the business case for digital-first tourism that creates seamless visitor experiences. With our global network, Emirates will also promote Dubai’s cashless ecosystem internationally, encouraging millions of visitors each year to embrace secure digital solutions from the moment they book their ticket. The collaboration builds on DOF's connections within government departments alongside both airlines' experience with digital transactions—Emirates offers 14 payment gateways while Skywards loyalty programme operates entirely as a digital currency.

The agreements include sharing technical knowledge about cashless systems within travel sectors as well as organizing workshops on best practices in payment technology adoption aimed at tourists visiting or planning stays in Dubai.

Launched last year as part of Dubai's Economic Agenda (D33), the ‘Dubai Cashless Strategy’ targets achieving over 90% cashless transactions across public and private sectors by 2026 through expanded fintech services.
