UNI Europa has responded to the European Commission’s recently published 2026 work programme, highlighting several priorities and concerns for workers in Europe.

The organization welcomed the Commission’s intention to revise public procurement rules. UNI Europa stated that these changes should ensure public contracts—representing about 15 percent of the EU’s GDP—are used to secure better working conditions through collective agreements. The group criticized current rules, saying they disadvantage companies that respect collective agreements by often awarding contracts to the lowest bidder. UNI Europa called on the Commission to heed input from the European Parliament, sectoral social partners, economists, and citizens who believe procurement policies should help improve living standards across Europe.

UNI Europa also expressed support for the proposed Quality Jobs Act as a means to strengthen collective bargaining. “In line with the ETUC, we urge that this package ensures a just transition and anticipation and management of change, regulates AI in the workplace based on the ‘human-in-control’ principle and prevents psycho-social risks and tackles the epidemic of stress at work,” said UNI Europa.

Regarding postal services, UNI Europa noted that the work programme includes plans for an EU Delivery Act—a revision of the Postal Services Directive—which is important for its Post & Logistics sector. The organization has repeatedly advocated for legislation guaranteeing strong public postal services, quality jobs, and an end to exploitative practices in competition. They urged lawmakers to provide a level playing field in universal postal service provision, particularly by including e-commerce parcel delivery under Universal Service Obligation (USO) rules so that regulations reflect current market realities.

The statement also addressed upcoming updates to audiovisual media services regulation. According to UNI Europa, cultural diversity is central to the EU’s identity and is supported by media workers. “UNI Europa calls to improve the current regulation to promote European works in a global market dominated by non-European multimedia companies.” The organization emphasized maintaining fair competition within Europe’s audiovisual sector while ensuring high-quality programming and fair pay for workers. It argued that separate regulatory approaches for linear and non-linear services are outdated; all providers should contribute according to their economic power within the industry.

Despite acknowledging some positive steps in light of challenges facing workers—including geopolitical uncertainty and technological transitions—UNI Europa voiced concern over what it described as a focus on deregulation by the Commission. “Social protections are not ‘barriers’ or ‘red tape’ but a key feature of our competitiveness,” said UNI Europa. The group warned against using measures such as a “28th regime for innovative companies” as ways around national labor laws or collective agreements.
