Los Angeles World Airports (LAWA) has introduced a new contracting model aimed at improving inclusivity for its Capital Improvement Projects. The latest Multiple Award Task Order Contract (MATOC) represents nearly $1 billion in contracting value, breaking previous records and setting new standards.

Karim Webb, President of the Board of Airport Commissioners, expressed support for the initiative: “After supporting this game-changing MATOC with my fellow BOAC members, I commend the City on its unanimous decision to ratify this vital contract. At LAWA, we are ensuring that public dollars are spent equitably and result in measurable outcomes that benefit the businesses and individuals that make our airport community so great."

The updated MATOC increases inclusivity requirements significantly. Previously set at 20% for Small Business Enterprises (SBEs), the new goals include 30% for SBEs, 14% for Local Business Enterprises (LBEs), 11% for Local Small Business Enterprises (LSBEs), and 2% for Disabled Veterans Business Enterprises (DVBEs). These categories collectively known as XBEs ensure diverse participation across various business sizes. Contracts were awarded to four large firms, five medium firms, and six small firms. Among them, six firms are first-time prime contractors with two being joint-venture XBE firms new to LAWA's vendor pool.

John Ackerman, Chief Executive Officer of Los Angeles World Airports said: "LAWA’s Capital Improvement Program is among the largest and most ambitious aviation initiatives in the country. Our new MATOC partners are the most diverse group ever and include many firms that have never had the opportunity to work with LAWA."

This model is part of broader efforts by LAWA to foster equitable economic growth in Los Angeles through increased transparency and opportunities for microbusinesses. The process also includes mentor-protégé programs and educational opportunities aimed at decreasing barriers to entry.

A new MATOC focusing on Construction and Design-Build Services is currently under development with further details expected before 2025.
