Russian President Vladimir Putin has issued an apology to Azerbaijan President Ilham Aliyev following the crash of Azerbaijan Airlines flight J28243. Despite expressing regret, Putin did not confirm any Russian responsibility for the incident. Azerbaijan's transport minister, Rashad Nabiyev, has indicated that "external interference" was involved, suggesting potential Russian involvement.

The Kremlin stated that Putin personally called Aliyev to apologize for "the tragic incident that occurred in Russian airspace." During this call, Putin mentioned that Grozny was under attack by Ukrainian unmanned aerial vehicles and that Russian air defense systems were active in response. However, he stopped short of confirming whether a Russian missile had struck the aircraft.

The Kremlin also noted that the Embraer E190 was denied permission to land at a Russian airport, which forced it to fly across the Caspian Sea towards Kazakhstan while experiencing compromised flight control. The prevailing theory is that the plane was mistakenly targeted by Russian air defense systems as a Ukrainian drone.

Azerbaijan's transport minister reported both "physical and technical" interference during the aircraft's attempted landing in Grozny. ADS-B data showed prolonged electronic interference with radar contact lost until shortly before the crash near Aktau, Kazakhstan.

Survivors from the crash have reported hearing multiple explosion sounds on board. Minister Nabiyev stated, "All [the survivors] without exception stated they heard three blast sounds when the aircraft was above Grozny."

US officials have supported theories of Russian involvement, with one unnamed official telling ABC News about shrapnel damage consistent with an anti-aircraft missile strike. A high-ranking Azerbaijani official claimed evidence suggests a missile from a Russian Pantsir-S1 system hit the plane. Ukrainian President Zelensky described shrapnel holes as reminiscent of an air defense missile strike.

Dmitry Yadrov from Rosaviatsiya confirmed authorities implemented a "Carpet Plan," closing skies around Grozny and requiring immediate evacuation of all aircraft from the area.

In response to these events, Azerbaijan Airlines has suspended flights to several Russian cities. Other carriers such as El Al, flydubai, and Turkmenistan Airlines have followed suit pending investigation results. Additional airlines are reviewing their operations due to security concerns.

Azerbaijan has launched a criminal investigation into this accident while Embraer has dispatched experts to examine the crash site alongside Brazil's National Civil Aviation Agency representatives arriving soon.
