Together, new initiatives at Van Nuys Airport are expected to significantly reduce emissions. By 2030, the measures aim to cut nitrogen oxide (NOx) emissions by over 2.29 tons and greenhouse gas emissions by 465 metric tons of carbon dioxide equivalent (CO2e), which equates to burning more than 52,000 gallons of gasoline.

These initiatives build on successful programs at Los Angeles International Airport (LAX), which have improved air quality while supporting LAWA's sustainability goal of achieving carbon neutrality from airport operations by 2045.

Jacob Haik, Van Nuys Airport Manager for Los Angeles World Airports (LAWA), stated, "Ground support equipment is one of the most significant sources of greenhouse gas emissions at any airport, and our actions today will accelerate our progress toward cleaner air, more sustainable operations, and carbon neutrality from airport operations." He added, "Our zero-emission policy and incentive program provide a framework for airports to decarbonize one of the highest-emitting parts of an airport's operations, with Van Nuys Airport leading by example."

The ZE Policy mandates that by January 1, 2030, all GSE vehicles at Van Nuys Airport must transition to zero-emission alternatives unless such alternatives are not commercially available or feasible. The policy was formulated with input from community members, airport tenants, the VNY Citizens Advisory Council, and other stakeholders, culminating in its final draft by LAWA.

The ZE Incentive Program seeks to facilitate zero-emission ground support equipment adoption by offering $250,000 in reimbursement grants for operations at the airport. LAWA plans to provide rebates to operators acquiring zero-emission vehicles as replacements for internal combustion models. Applications focusing on high-emission models will be prioritized, with reimbursement after eligibility criteria are met. Older GSE vehicles must be either scrapped or moved out of California.

Currently, there are over 200 motorized GSE vehicles at Van Nuys Airport, including aircraft tractors, baggage/cargo tractors, ground power units, and passenger stands/stair units. Officials expect to replace up to 20 conventionally fueled vehicles.

Incentives vary from $10,000 to $65,000 depending on the equipment type. This program is funded through a partnership between LAWA and the South Coast Air Quality Management District, offering subsidies to expedite zero-emission and electric model deployment.
