The Hann Casino Table Games Workers Union, affiliated with the National Federation of Labor (NFL) in Pampanga, Philippines, has won a significant victory in its Certification Election. The union secured 331 votes to represent casino and hotel employees at Hann Casino Resort.

The union was formed by rank-and-file employees who were concerned about issues such as lack of transparency in tip distribution, exposure to cigarette smoke, prolonged contractualization, and challenging work schedules. These concerns led them to seek representation under the NFL, which is connected to UNI Global Union.

One of the primary grievances was the "jump shift" system that required employees to return for another eight-hour shift just eight hours after completing their last one. Joel Romeo Bao-ilan, union president and an employee since the casino's opening in December 2021, explained the toll this took on workers: “We could work from 10:00 PM to 6:00 AM, then be scheduled again at 2:00 PM that same day.”

Despite facing challenges such as suspensions and terminations during their organizing efforts, workers remained committed to their cause. Management attempted to disrupt the election process by assigning rest days to union supporters and relocating the voting site.

The Certification Election took place on June 18 and 19. Upon winning the election, workers celebrated what they saw as a new beginning for improved working conditions. Joel Bao-ilan expressed hope for a better future: “This is not just a victory—it’s a door opening.”

Roland De La Cruz of UNI Global Union – Philippine Liaison Council praised the workers' determination: “Even in sectors with immense financial power and entrenched anti-union policies, workers can organize and win.” Rajendra Acharya of UNI Asia & Pacific added that this victory demonstrates worker solidarity's strength.

With their mandate secured, the union plans to negotiate with Hann Casino management for wage increases, hazard pay, job security measures like fixed-term contract limitations, two full rest days per week, a 14th-month pay benefit, and retirement benefits for long-serving employees.

Antonio Fulgado of NFL emphasized preparation for collective bargaining: “We are now preparing the draft collective bargaining agreement (CBA) and rolling out training sessions for the workers of Hann Casino.” As negotiations begin, this victory highlights worker power's reach across all sectors.
