Aéroports de Montréal (ADM) has determined that the planned expansion at Montréal–Pierre Elliott Trudeau International Airport (YUL) is “not likely” to cause significant environmental effects. The decision follows an environmental review process, which focused on potential disturbances to natural habitats and local ecosystems as a result of the project.

The expansion includes building a new satellite jetty with 16 additional gates, part of a $10 billion investment plan set to transform the airport and its surroundings over the next ten years. ADM stated that it will take steps to limit negative impacts during construction, such as protecting vegetation, water sources, and air quality. Mitigation efforts will include implementing a soundscape management plan throughout construction and using quieter work methods.

Despite these assurances for the construction phase, questions remain about longer-term effects from increased aircraft activity after adding more gates. Concerns have been raised regarding possible increases in carbon emissions and noise pollution due to higher numbers of flights.

The Montreal Gazette reported that some critics were only informed about the public consultation days before its July 27 deadline. According to their report, ADM did not announce the consultation on its own website or through press releases; instead, notice was provided solely on the federal Impact Assessment Agency of Canada’s website.

The overall expansion aims to raise YUL’s capacity from just over 22 million passengers in 2024 to around 28 million by 2028, with projections reaching up to 35 million by 2035. The multi-phase plan includes new parking areas, drop-off zones, an REM station opening, demolition of current parking structures by 2028, and further terminal expansions completed by 2035.

To help finance these improvements, the Canada Infrastructure Bank (CIB) has finalized a $1 billion loan for major upgrades at YUL. CIB estimates that this investment could generate nearly $3.7 billion in GDP by 2028 and support up to 9,000 new jobs in addition to those already linked with airport operations in Quebec: https://cib-bic.ca/en/projects/montréal-trudeau-international-airport-expansion/.

Montréal–Trudeau International Airport opened in 1941 as Dorval Airport before being renamed in honor of former Prime Minister Pierre Elliott Trudeau in 2004. Located about twenty kilometers west of downtown Montreal on the Island of Montreal, it serves as a primary international gateway for Quebec and eastern Canada. It connects North America with Europe and other global destinations while supporting airlines such as Air Canada and Air Transat.

“Not likely” significant environmental effects have been found according to ADM’s official notice regarding this major infrastructure development.
