Donald Trump, the President of the United States, has issued a proclamation to ban the entry of citizens from 12 countries and limit visa access for individuals from seven other nations. This decision is expected to have a limited impact on overall arrivals in the US for 2025. However, restrictions on the seven countries could reduce entries by more than 120,000, according to data from the International Trade Administration (ITA). These measures will take effect on June 9.

On June 4, Trump announced his latest policy decision which recalls actions taken during his first administration when he banned citizens from Iran, Iraq, Libya, Somalia, Syria, Sudan, and Yemen. His current term has been marked by stricter migration policies that have faced opposition from Congress and human rights activists. The new Executive Order titled ‘Protecting the United States From Foreign Terrorists and Other National Security and Public Safety Threats’ aims to safeguard American citizens.

“I stated that it is the policy of the United States to protect its citizens from aliens who intend to commit terrorist attacks, threaten our national security, espouse hateful ideology, or otherwise exploit the immigration laws for malevolent purposes,” Trump said.

The President emphasized vigilance in granting visas to ensure national security while proposing a 'gold card' system that would allow obtaining a green card in exchange for $5 million. Mona Shah, an immigration attorney speaking with NPR, noted interest in this proposal from clients in Egypt, India, Pakistan, and Russia despite its nonexistence at present.

Trump's limitations involve full suspension of entry for nationals of Afghanistan and several other countries and partial suspensions for others like Cuba and Venezuela. ITA data shows limited travel activity among these nations' citizens into the US within early 2025.

In terms of broader foreign travel trends to the US this year, ITA reported an arrival of 18.5 million foreigners during early months—a decline compared to last year—and departures slightly below previous figures. Despite March seeing fewer visitors possibly due to Easter timing shifts affecting travel patterns, international flight capacity showed increases in May and June as per Cirium’s Diio Mi airline planning tool.
