The Chilean National Graphic Confederation (CONAGRA), which is affiliated with UNI Global Union, has expressed concern over the impact of Chile’s Single-Use Plastics Law on the graphic industry. CONAGRA representatives attended a session at the Chamber of Deputies on September 3 as lawmakers debated amendments to the law.

The regulation, designed to reduce plastic waste, now also covers materials such as cardboard boxes, paperboard, paper bags, and cardboard cups and straws used in fast-food outlets and shopping centers. This extension has affected not only the food and beverage sector but also companies producing packaging and printed materials.

CONAGRA represents nearly 12,000 workers in this field. The organization argues that these measures threaten jobs tied to the production of packaging for mass consumption. “The graphic industry is caught in an environmental and technological transition that neither recognises the specificities of our craft nor guarantees the protection of jobs,” said CONAGRA President Juan Palma.

“Chile has the opportunity to lead a responsible transition, but that requires political decisions that listen to those who produce and sustain the real economy. There can be no sustainability without social justice,” Palma added. Trade unions recognize the need for more sustainable practices but warn about potential negative effects if regulations are implemented without protections for workers.

“Sustainability cannot be built by leaving workers behind. Cardboard and paper are recyclable and compostable materials that form part of a cleaner circular economy. Eliminating them in food outlets is not only an environmental mistake, but also a direct blow to jobs,” said Briceida González, UNI Americas Regional Director for Graphical & Packaging.

“At UNI, we support dialogue with the chambers and with government to find solutions so that it is not workers who pay the price of technological advances and changes in the packaging sector,” González stated.

CONAGRA is calling for immediate talks involving government officials, employers, and trade unions to review how the law is applied. The group seeks assurances that Chile’s move toward environmental goals will include job training programs and policies aimed at maintaining employment opportunities during this transition. They have also urged policymakers to develop a National Just Transition Policy balancing innovation, environmental goals, and decent work standards.
